The priorities of the Ministry of Health for private sector investment

According to ISNA’s Darughaza report, Seyyed Ebrahim Raision in a news conference, identified the lack of resources in the health sector as one of the main problems in the country and said: “In order to develop services and provide them to the people, it is necessary to use the managerial and financial capacities of capital owners in various fields.” let’s use Accordingly, in the Ministry of Health, we took measures to use the capacity of the private sector to improve services and develop infrastructure.

He stated that first the field of economic partnerships was created in the Ministry of Health, he added: this field interacted with other fields such as treatment, health, education, etc. There was private sector, we identified and specified the projects that can be handed over to the private sector

Raision said that one of the current problems of the Ministry of Health is the state of the indicators in the health field and stated: One of them is the hospital bed index, and our index in this field is 1.7. This is while in the existing conditions in developed countries, there are five beds per 1000 people, and we must raise this index to 2.6 during the sixth plan. With this goal, we have to create 115 thousand new beds compared to the existing situation. Of course, this number includes the replacement of worn out beds.

Stating that more than 50% of the country’s hospitals are worn out, Raision said: For this number, we need 500 million tomans per bed and 60 thousand billion tomans of resources so that we can improve the situation during the sixth five-year development plan. part It means that 12 thousand billion resources are needed to renovate hospital beds every year. This is despite the fact that now the credit line for the building is a maximum of 700 billion tomans. Therefore, we must use the capacity of the private sector

Stating that the use of the capacity of the private sector is not only in the financial field, he said: rather, this is a macro and long-term policy issue. The managerial and financial capacities of this department should be used. Of course, the majority of activities in the field of health are economic, and if the principle of outsourcing is not economic, we use the service purchase method and we will pay the differences to the private sector. Also, we guarantee the investment profit for the investor in all the activities that are defined and assigned

The chairman announced the holding of a conference in this field with an internal approach in January and said: We are planning to hold a conference with an international approach in May of next year
He pointed to the presentation of some identified axes for private sector investment in the field of health and stated: In the axis of hospital beds, we have predicted 94 packages for 94 hospitals with an investment value of 20 billion tomans

On the other axis, in comprehensive cancer centers in the form of 14 poles and 4 regions of the country, we have considered projects with a value of 3300 billion Tomans. Also, dialysis centers including five projects in 14 poles worth 1500 billion Tomans and imaging centers including 50 projects in 540 medical centers and 57 universities of the country with a value of 1400 billion Tomans are expected. Of course, we want to hand over all imaging centers to the private sector. All these cases will be 25 billion in total, which will be presented at the conference in January.
He added: Other fields are also being studied as opportunities, including knowledge and health settlements, pre-hospital emergencies, comprehensive health centers, electronic health services, etc., which will be presented in this conference
